If it not too late i would like to provide some comments:

Onboard IT: we are involved with a couple of shipping companies facing the same challenge you describe, and they have successfully outsourced to Norwegian marine IT specialists Palantir.
Licensing: applying for licenses in the 125 to 12 nm zone and the 12 nm to port zone is a process that requires a lot of legal work. KVH maintains a website where all current and pending licenses are listed. Habe look at www.kvh.com/licenses
Most operators do not bother doing the legal footwork and therefore state in their end user agreements that this is the customers responsibility.
